Nurgaliyev informed them that the President of the Russian Federation was seriously concerned about the current situation in a number of regions of the Northwestern Federal District.

The most alarming situation, according to the President, has developed in two regions of the district: St. Petersburg and the Arkhangelsk region, where the level of crime and corruption has recently risen sharply. St. Petersburg, which has long earned the reputation of the criminal capital of Russia, under the current governor V. Matvienko, only strengthened it. The real level of crime in the city is growing, including contract killings, and the task of eliminating the corrupt system of power in the city, inherited from its predecessor, V. Matvienko failed. In the Arkhangelsk region, where the current governor N. Kiselev was elected with the financing and active assistance of the local oligarch V. Krupchak, proteges of oligarchic structures, working exclusively in the interests of specific entrepreneurs, and not the state, continue to actively penetrate the administration. In addition, Vladimir Putin is concerned about the general inefficiency of state administration in a number of regions of the Northwest, which in itself is a destabilizing factor and requires increased attention from the presidential and law enforcement agencies.

Apparently, based on the current situation, the President of the Russian Federation and the Minister of Internal Affairs of the Russian Federation decided to drastically strengthen the power block of the Northwestern Federal District in order to deal with crime and corruption in the regions of the district as soon as possible. Thus, R. Nurgaliyev has already informally informed a number of heads of the Ministry of Internal Affairs of the Northwestern Federal District in private conversations that a draft order has been prepared on the appointment of Colonel Vyacheslav Krasavin to the post of head of the main department of the Ministry of Internal Affairs of the Russian Federation for the Northwestern Federal District, which has been vacant for a month.

V. Krasavin, a career officer of the militia, who currently holds the position of deputy head of the main department of the Ministry of Internal Affairs of the Russian Federation for the Northwestern Federal District, enjoys considerable prestige among employees of law enforcement agencies in the Northwestern Federal District. For a number of recent years Colonel Krasavin successfully led the work of an investigation team investigating a number of cases related to tax crimes and illegal privatization, including in the troubled Arkhangelsk region.

It is worth noting that V. Krasavin himself did not show interest in the new appointment and gave his consent to it only after the importance and responsibility of the upcoming task was indicated.

According to available information, some influential officials, including the Minister of Economic Development and Trade German Gref, as well as the representative of the President of the Russian Federation in the Southern Federal District Dmitry Kozak, also opposed the appointment of V. Krasavin until recently. Thus, it seems that their objections were not taken into account, and the President decided on the appropriate appointment.

There is a significant likelihood that Vladimir Putin will meet with Vyacheslav Krasavin this week, at which the President will personally set tasks related to restoring order in the most problematic regions of the district, primarily in St. Petersburg and the Arkhangelsk region.

Apparently, the Kremlin, concerned about the prospects for “color” revolutions in the CIS countries and the attempts made by the disgraced oligarchs to destabilize the situation in Russia in a similar scenario, decided that it was the Ministry of Internal Affairs that should play a key role in preventing destabilization in the country according to the Ukrainian-Kyrgyzstan scenario. In this sense, the upcoming appointment of a new generation of professionals, represented by Vyacheslav Krasavin, is both a symbolic and symptomatic step.
